Kementerian Keuangan (Kemenkeu) memastikan anggaran honor ke-14 atau Tunjangan Hari Raya (THR) bagi Pegawai Negeri Sipil (PNS) aktif naik di 2018. Selain untuk PNS aktif, pensiunan PNS pun mulai mendapat THR untuk pertama kalinya.


"Insyaallah lebih besar dari tahun lalu," kata Direktur Jenderal Anggaran Kemenkeu Askolani, di Kemenkeu, Jakarta Pusat, Kamis, 17 Mei 2018.

Adapun pernyataan Askolani itu sejalan dengan usulan dari Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PAN-RB) Asman Abnur. Askolani menjelaskan kebijakan itu akan diatur dalam Rancangan PP THR PNS Tahun 2018 yang nantinya diumumkan pribadi oleh Presiden Joko Widodo (Jokowi).

Saat ini, progres Rancangan PP THR PNS 2018 tersebut masih dalam tahap paraf menteri terkait. "Nanti diumumkan Presiden (Jokowi). Insyaallah ahad depan Presiden umumkan secara lengkap (terkait sumbangan THR)," tutur Askolani.

Presiden Joko Widodo (Jokowi) akan mengumumkan tunjangan Hari Raya (THR) dan honor ke-13 bagi Pegawai Negeri Sipil (PNS) pekan depan. Saat ini, Peraturan Presiden (Perpres) dari tunjangan ini sudah difinalkan oleh Sekretariat Negara (Setneg).

"PP THR dan honor ke-13 sudah difinalisasi di Setneg dan akan segera ditetapkan oleh Presiden. Nanti akan diumumkan oleh Presiden. Insya Tuhan ahad depan," ujar Dirjen Anggaran Kementerian Keuangan Askolani di kantornya, Jakarta, Kamis (17/5).

Dalam kesempatan yang sama, Direktur Jenderal Perbendaharaan Kementerian Keuangan Marwanto Harjowiryono mengatakan, penyaluran THR akan dimulai menjelang perayaan hari raya lebaran pada Juni mendatang. Sementara itu, untuk honor ke-13 akan dibayarkan pada tahun aliran gres atau Juli 2018.

Namun demikian, alokasi anggaran yang disiapkan masih belum dibuka oleh pemerintah. Yang terang, alokasi anggaran untuk THR dan honor ke-13 pada tahun ini dapat lebih besar dari tahun lalu.

Asal tahu saja, tahun lalu, pemerintah mengalokasikan anggaran penyaluran THR sebesar Rp 7 triliun dan honor ke-13 sebesar Rp 7 triliun. Dengan demikian, total anggaran untuk keduanya mencapai Rp 14 trilun.

Sebelumnya, Menteri PAN-RB Asman Abnur mengajukan kenaikan THR bagi PNS. Dengan pengajuan tersebut dirinya berharap THR tahun ini dapat naik dari tahun sebelumnya. "Baru kita olok-olokan (kenaikan THR). Kaprikornus kita harapkan dalam waktu akrab sudah ada keputusannya. Sudah dalam proses. Tunggu saja," kata Asman.
